Asbestos was widely used as a binder and filler in vinyl asbestos tile (VAT), vinyl sheet flooring, and associated adhesives (mastic), particularly black asphaltic mastic, manufactured through the 1980s. Identifying these materials requires a precise, multi-layered sampling approach. Our inspectors follow the protocols for non-friable materials outlined by the EPA and Washington L&I. For projects involving the removal of these materials, which renders them friable and subject to Puget Sound Clean Air Agency (PSCAA) Regulation III, testing is mandatory. We take discrete core samples that include the tile/sheet layer and the underlying mastic, as each can independently contain asbestos. For a homogeneous installation area, a minimum of two samples is required. Samples are meticulously logged and transported under chain of custody to an NVLAP-accredited laboratory. The analytical method employed is Polarized Light Microscopy (PLM, EPA Method 600/R-93/116). However, the high concentration of binders and dark pigments in mastic can interfere with PLM analysis, potentially masking asbestos fibers. In such cases of suspected interference, or to achieve a more definitive analysis, we recommend Transmission Electron Microscopy (TEM) via the AHERA TEM method (40 CFR Part 763). TEM offers superior magnification and analytical capabilities, providing a more conclusive identification of asbestos fiber types and concentrations within the complex matrix of the adhesive. A material testing positive at >1% asbestos is classified as ACM. Our final report provides a definitive statement on the presence and type of asbestos, empowering property owners and contractors to proceed with either renovation or PSCAA-compliant abatement, thus preventing uncontrolled fiber release and ensuring full regulatory compliance.
